Microsoft announced recently that  MS SharePoint Designer 2007 is available for FREE. As per the official web site of Microsoft (http://office.microsoft.com/en-us/sharepointdesigner/FX100487631033.aspx )

For EPM 2007 customers and administrators they can change the look and feel of the projects workspaces to reflect their organization image layout.
